We can throw away the possibility that that "spy" is involving Blackbeard Pirates, considering they can command Seraphim and Sea Beasts machines since 2 months when CP started to disappear, Blackbeard during his raid in amazon lily was surprised and didn't know what the Seraphims are which was a lot recent than 2 months @CoC: Color of Clowns @Pot Goblin

Enel might be explainable due to his devil fruit
New characater or some Gorosei clone or even Saturn himself (but still needs the explanation of how he caused disappearance of Cipher Pols 2 months ago intentionally).
