Being Top tier doesn't mean you all have similar stats or skills.
Kaido being Top 1 doesn't mean he has everything above others.

Admirals can spam more destructive attacks than Kaido/BM. Their fruits are that destructive.
While Kaido can only perform island level attacks in flame mode or with Boro breath.

One stat doesn't fine all.
The most important stats are : reactive speed, combat speed and AP
