I think Enel might have CoC.

The telling sign of CoC to me is that you refuse to give up, more or less (hence why Nami got it after standing up to Ulti and Kaido in the face of death).

As far as villains go, Enel is pretty much the only person who Luffy beat, that still got what he wanted. Yeah, he didn't destroy Skypiea, but, post-Luffy Enel just went to the moon and still acted like the same crazy arrogant asshole.

Enel definitely has a King/Conqueror's mentality. If he gets CoC and CoA, sky is pretty much the limit for him (hahaha it's a lightning joke)
