It's literally the same as the chapter referring to Aokiji as "strongest combat force" because Robin said he was one of the strongest combat force of the WG
There's many cases where a sentence said in a chapter ends up in the title without being contextualized

That's why the chapter is names after that fact.

Admiral Kuzan is indeed WG strongest force as Admirals are all named their strongest fighters.

Why isn't Akainu getting hyped as WS? When Kaido is around or even now?

Aokiji will fight and hold off garp but it will be blackbeard or shiryu who kills him.
Luffy will loose to saturn and kizaru signifying trio captain (luffy, kid, and law) defeat after their big victory in wano. If kid and law has lost, luffy will suffer defeat too to humble him but not as brutal as other captain
Dragon will come at last moment and save straw hats.
This will be the biggest events day after egghead battle which was told earlier
Luffy will have more reason to defeat blackbeard then as revenge for garp and ace, law
Law will possibly be saved by sengoku in last moment.
