Aokiji is probably a double agent AND Oda wouldn't have spoiled him being a BB's crew member at that time, so it's a bit weak as an argument/proof.
Shiryu can still be stronger than him, but we don't know just yet.
Let's see how he performs on Hachinosu.

Aokiji's reason on being the 10th Captain is because he will leave first making the current 3 Yonko core crews become 10 members each.

RHP - 10 Crew members
SHP - 10 Crew members
BBP - 11 Crew members (10 when Aokiji's covers is either blown or he leaves)
