I think Oda doing it on purpose. These guys have really shitty goofy designs that seem weak af but there is purpose is to change the world so he did some bait and switch shit.

Honestly it's entirely possible Blackbeard's crew are just largely subpar for an emperor.

Aside from Kuzan the titanic captains are vastly weaker than regular YCs.

I mean. Think about it. Blackbeard was still stuck in the same deadlock all the other emperors were and only sent Kuzan to WCI AFTER BM fell.

So regular top YCs like Marco and Beckman can contend with admirals.
