In my opinion, this guy is not Shanks for sure, but I think it's maybe someone from his family who looks familiar to him.

These were just shown to reveal that All Major Factions are interested in Caesar's Weapons or Underworld in general.
Aside from Kid, we have:

1. Tamago & Pekoms from Big Mom Pirates
2. Momousagi from Marine HQ
3. Smoking Guy seems to be part of Mafia which fits Crocodile's Theme or He could simply be Don Krieg with Gin
4. The Guy with Hat is confirmed to be Lucci, indicating that WG is also involved in Underworld
5. Cowboy Hat Guy & his Friend are probably Fodders from Red-Hair Pirates cuz They originate from Luffy's Island
6. Horned Guy is obviously & confirmed to be just some Fodder from Beasts Pirates
7. Old Man & Guy with Long Arm are probably from BB Pirates & Revos Army

So Oda was simply teasing Major Factions (Four Emperors, Revos, WG, Marines ...etc)
This only leaves us with those Three Masked Guys who could be Fodders from Man With Burn Scar's Ship
