I just don't see how he can be.

-Dragon is the one who wants to overthrow the WG not Luffy. Luffy is more against Marines.
-Dragon is the one who is discussing about Imu and truth about him, not Luffy.
-Imu doesn't have any strong underlings for Zoro and Sanji to fight in the endgame if they are supposed to fight them after Admirals.

The only way Imu can be the final villiain is if Dragon's and Revolutionary story all along was just a fake hype in order to get destroyed by Imu and serve as his hypetool.

Without fighting and beating Imu, Dragon and revs don't have anything to do in the story.

Imu will destroy Dragon it’s so obvious at end of day Luffy is the warrior of liberation and the ultimate D.

Sabo Zoro and sanji will fight god’s knights same for kid law.
