I agree. Prince Grus has the potential to if that fruit is a logia.

Just think about it. Clay logia + the ability to make sentient golems. If he could make vet or commander lvl golems, then he would literally be a strictly superior top tier version of Cracker.

It also seems he wasn't using his DF to troll diff Mera Sabo (implied by Sabo saying Fuji was finally trying when he used a gravity based move against Sabo)
Also in Film Red he was not used as a hype tool like Kizaru, in fact there's a scene where he was ready to throw hands with Shanks.
Fuji is based on Zatoichi, a character who acts and looks much weaker than he is til he gets serious. (I saw some Zatoichi related stuff when Issho got introduced, including the 2003 movie)
In my mind there's high chance Fuji is the fleet admiral of the reformed navy.
