Yeah, but they were genuinely panicking over lot of things, because they didn't have the power to do anything about them. They even started to search for Pluton to stop the Great Era of Pirates.

If they had been strong like someone here thinks, that would not make any sense. They could just move with Admiral and destroy Xebec, Roger or BB.

They may be figures, but they will be the Rev's enemies; in fact, in 6vs1 they couldn't even capture Sabo.

Or just having pluton would not be enough to do what they wanna do. Have you thought about that ?? Kaido was panicking when bm came to wano ..in the end we knew that kaido and his crew would have won against the bm pirates that came over .

The biggest deal in this chapter would be if Imu were revealed or hinted to be a dude. That legit puts him up there as FV. Gorosei were gonna be able to fight (battle scars, one of them holds a blade), the question was always how strong were they gonna be. Revealing their devil fruits only for Sabo to survive a 1v5 with a couple bandages isn't exactly inspiring.
