Yes they are since Orange Town actually.

Captain is usually the strongest, not always, then we have the second strongest, sometimes a duo like at Kuro crew, and then the third, the forth etc.

Buggy crew we have. Buggy. Cabaji. Mohji.

Kurt crew we have. Kuro. The cat brothers. The Michael Jackson illusionist.

Arlong we have. Arlong. Kuroobi. Hatchan. Chew.

Crocodile is even more explicit since we have their numbers. Crocodile. Mr 1. Mr 2. Then I would say Mr 4 is actually stronger than Mr 3.

See ? ur excuses are done so u refrain to making stuff up like a fanboy, where in the story they said ifrit got a time limit? because i know from the story ZORI is the one whos got death timer on advcoc no sanji, i think u mixed up the characters clown.

This term was derived from WB's division commanders who themselves weren't ranked according to power, as Oden was the second division commander while being stronger than Marco. This tiering system also suggests that Sanjis BB opponent will be inferior to not only King but Katakuri as well, seeing as he'll be fighting the "YC2". Meaning, the people who say that Sanji needs to defeat a "YC1" to prove that he's of that caliber will still believe that he's weaker than Katakuri and King even after defeating his BB opponent. Some funny times are coming.
