I mean even the random fox, and catarina devon’s fruit seems more powerful/useful than let’s say Monet or Caribou’s fruit lol. Orochi’s fruit is actually pretty top-tier at the right hands too, can you imagine someone like Shanks having that fruit lol. Top-tier haki and FS, goodluck trying to kill him when you need to cut all those heads. Anyways the average quality of mythical zoans is the best by far, and they also have one of the highest ceilings (e.g., Nika fruit).
