The Gorosei actively tried to have Kaido walk out as the winner, they placed Government ships outside in case they fail to raid the Island and put it under WG rule. They feared the rise of Nika more than Kaido. As for Shanks the real translation as far as I'm aware said that he does a ton of damage which directly goes back to my point. Damage is relative. To the Gorosei getting into wars and wasting Navy resources is damage, doesn't mean they are ever in any threat of being taken down.

Remember that Ghandi stated that they need a great cleansing, they didn't exclude the Yonkou there in fact they were talking about BM and Kaido just before that.

Ah i see. And yet his crew received additional forces by Luffy, Ivankov and Level 6 fodder. It wasn't even only their crew and they still got crushed.

They were never gonna punish Fujitora unless he attacks Gorosei/Imu directly in a fight
