Why did WG not bother send an admiral or Seraphims after Mr. Yonko Mihawk?

Every single warlord has better portrayal 8n the eys of WG than Mihawk and also better feats than Mihawk

Most importantly, why doesn't Mihawk's name, like Ryoma and Kaido, cause fear and requires military strength?
