Why of all people would a government dog like Akainu have CoC? He is literally the bitch of the Gorosei and struggled against someone who got one shot by old Garp.

Garp was suprised Luffy had CoC so I doubt a bystander like Dragon has it.

His fruit will never be fully taken away just momentarily unless Teach finds a way to have oponnents be in constant contact with his darkness which i don't see for the sake of not being too OP.
