He's only saying this because he knows that Kidd will never show haki much less have a CoC clash, Lanji having better haki feats than Kidd is the last thing he wants to see.

I don’t know bout Haki but he should have a CoCk clash with IvanKockv

Sanji's kit is partly science. So his Haki can't be at max like Zoro.

He is also born normal so he doesn't have CoC, much less that many Haki reserve to use it for sky splitting.
