Gaban doesn't have to be stronger than current Luffy for there to be hype. This is still, in part, an adventure manga. Luffy needs a sure fire way to get to Rafter and only Gaban may be able to help with it. This can be skill-related, as opposed to strength-related. For once it'd be nice to have the SHs navigator have to impress someone.
