Time skip was definitely planned lol.
It was emphasized pretty heavily that the Straw Hats aren't ready for the New World during the Summit War Saga. Luffy and the rest of the crew weren't ready, and they needed time to prepare and train.
I do agree that post time skip has been milked to a ludicrous degree though.

Well, it should've been clear for years now.
OP was meant to be much shorter, so it's only natural that almost all the endgame players appeared very early.
Shanks, Blackbeard, Buggy, Mihawk, Crocodile, Vivi, Gorosei (therefore the WG) etc. all appeared in the first 230 chapters.
It was all set up back then and Oda could always prepare a much faster finale, if his manga somehow got a lot less popular fast (was always unlikely, but crazier things have happened).
All the other stuff with Moria, Doflamingo, BM, Kaido etc. was just bonus.
Well, in BM's and Kaido's case it was always planned, but never really important for the "true" endgame.
