I disagree with this.

Haki is always tied to overall strength. So if garp got weaker due to old age his overall haki strength will also be weaker.

But his mastery over haki will still remain same.

This applies to all old legends. Ray and Sengoku as well

A few chapters ago they are full hyped because Garp destroyed some small rock constructions with haki, but now young Aokiji's haki feat is nothing? Attack Power of a Punch = Raw strength + Haki + Attack Speed ( speed = weight ) .........
Haki ain't an enough factor when you find Pre TS Luffy overpowering adv Haki users easily .

Luffy in gear 4 uses to much haki to the point that he losses the ability to use it for 10 mins.

Haki is the manifestation of a person's spirit energy into the physcial. That's the meaning of the word which means your physical condition can impact your ability to use haki affectively.

It's also why yoir mental state (spirtual) can also trigger haki blooms eg. Luffy using coC in marine Ford and koby awakening coO for the first time both being stressful situations
