My point is you can't use clashes or even being on the same panel as a way to scale power. You have no evidence to show Coby battled Shiryu from what we know Coby was used as a way to distract Garp who was clapping the BB pirates.
This bottom left hand panel is more impressive than anything Coby did on Amazon Lily. While Coby was save from BB getting hit by Perfume Femur Smoker matched it in strength.

Disagree with the vice admiral take. Oda has been shown comparing koby to one based on arratice shown.
