He’s referring to the power behind Susano’o, which is equal to a Bijuu. Whereas Kisamehada is compared to a perfect Jinchuuriki, right after Kishi hyped up perfect Jinchuuriki.

This was before Minato knew how to use other forms of FTG, before was recognized in tne Third war, yet alone didn't get his respect from Ay and Bee confrontation. Seem far off if you ask me.

And I doubt Jiraya wasn't considered a Sannin yet here either
