There is just ice which has specific temperature... Controlling ice temperature basically means he is controlling temperature... He should be able to generate water too..

When it was being hinted that Koby uses CoC coating and was going to fight back against Kuzan was when people were complaining the most.

Even Jozu could hurt Kuzan despite not actually being close to Admiral level.
