It's conqueror's haki when Oda draws these "ztt" sound effects alongside the black lightning. When there is no sfx it probably isn't (besides the cases like with Luffy, Kaido etc. when the character is already confirmed to have it).

It's not CoC, the impact doesn't even have lightning based off what I'm seeing in the raws. Coby is still a bum. And his attack is not that impressive considering what Luffy and Zoro did pretimeskip with no Haki

Ad coq has a unique sound effect...idk if you have noticed this but look at the panel of Garp when he is coating his first and about to punch pizaro...That effect is missing during kobys attack...just look at it you'll notice some symbols...

Idk much about the sound effects actually. The lightening on coby's hand looks really similar to garp when he attacks pizzaro. The after effect is not same tho. Its confusing as shit
