The problem with saying its a psychiatric disorder is that it would legally give these guys a pass in tribunals.They would be sent to mental institutions rather than prisons.As far as i'm concerned its considered a fetish and not mental problem.

i would guess that depends on the country of residence how it would legally be treated. but it being problematic wouldnt make it not true.
