Reason nobody talks about Luffy vs Kizaru is that it's exactly what we expected.
Zoro fighting Lucci came out of nowhere. It's also funny because Zoro fans kept saying he would fight Kizaru.

Oda doesn't care about these details, contrary to powerscalers.

If Oda wants to make 2 characters struggle during a fight, he will, regardless of the powerlevel that powerscalers have set.

It's the same thing with Kizaru vs Luffy.

If Oda wants to put some tension, he will. If he doesn't want to, he won't.

It's as simple as that.

It doesn't change anything to the respective power of the characters. Zoro is still Zoro, Luffy is still Luffy, Kizaru is still Kizaru.
