Crocodile has brown skin. Looks like he spends a lot of time in the desert which goes with Alabasta theme I guess.

Crocodile never had brown skin in colored cover made by Oda. Same problem with Robin, she never was tanned.

The skin colours on those covers are not canon/relevant. Oda uses the same skin colour when he's colouring all characters including confirmed dark skinned characters like King.

Anime is more accurate/relevant when it comes to skin tones, also movies Oda supervises. If you want to see the most accurate up to date version of Croc's skin colour, check out stampede.
