I think he gives it purely for luffy's ambition

so he has luffy take on several people with that disposition until he is at a point he is above them all.

Only Admirals who can have CoC are Akainu and Fujitora. Expecting it for Greenbull and Kizaru is just setting yourself up for disappointment.

If Kizaru has ACoC and Awakening he would be too much.

He either has ACoC or Awakening. The difference between Awakened Lucci and Kizaru is Haki mastery, amped based stats, better DF.

Exactly. No one’s going to have both. You can argue for Sakazuki to have it but no other admiral.

The only fight I see not going this way completely is vs Mihawk

And I say completely because there's still the gimmick of Black Blades in it, but that's a separate thing from the gimmicks so far like Lunarian genes and Invisibility

Pirates lack the training, knowledge and hierarchy of the WG, most pirates hate each other and that is worse at the higher levels.
They won’t be teaching each other techniques like the marines do unless fighting to death.
Which makes for better haki but worse DF control

Because if Lucci and Kaku can awaken, it would be a major L for the admirals if they didn’t. At least the emperors had reason to not awaken since they’re all about having a strong will and conquering the seas.
