The damage later disappears so that tail attack isn't relevant. If the damage doesn't disappear then that tail attack is relevant but too bad it the damage on Sanji's cheek disappears lol. Drake cannot land a hit against Sanji who completely ignored him for Hiyori. 
Drake : is this a kick??
Sanji : Let's get started! (use dj, didn’t look at hiyori, ready to fight)
Drake : Try again kid (slammed Sanji with his mere tail) 😌

Chapter 982: "Cheeky Meets Cheeky" -
On the cover we see Gotti carrying Lola and Chiffon carrying Bege as they escape from the Marines.
Kaidou, Orochi and Black Maria are having a drink, Black Maria is the one who serves them as if she were a geisha. Black Maria says she prefers to party with Kaidou, so she has left the search for Yamato to the other Tobiroppo.
Kanjuro appears with Momonosuke, he has knocked him unconscious because he tried to cut the rope that tied him to escape. Kaidou planned to ask him if he knew anything about Laugh Tale but Orochi told him that, according to the information Kanjuro gave him, Oden did not tell his samurais anything about the matter, so Kaidou forgets the matter.
Kaidou is informed about Luffy, Kid and the samurai army, but since he is not informed of the arrival of the samurai ships at the port, he does not worry about the issue. Orochi is going to execute Momonosuke on the stage of the party.
Nekomamushi contacts Law's submarine, it seems that Nekomamushi and Marco arrived at Wanokuni separately and that they met at the top of the waterfall at the same time.
Denjiro's group meets Sasaki on his way. It seems that Sasaki knows Denjiro (he even seems to admire him) so they speak in a friendly way. In a moment of carelessness of Sasaki, Denjiro puts handcuffs on him (maybe from Kairoseki) and then they tie him with chains.
Big Mom remembers Chopper as one of the members of the Straw Hat gang and tries to attack Brachiotank. Usopp and Chopper shoot Big Mom in the face and body while escaping from her, but do nothing to her. Kinemon takes advantage of the situation to continue the march with the rest of the samurais at the back door of the mansion.
Nami's team infiltrates Black Maria's brothel. As they run through the brothel, Nami's Clima Tact begins to move and then they meet Prometheus, who calls out to Big Mom.
Ulti and Page One are looking for Yamato around the castle. Ulti is tired, so she asks Page One to carry her on her back. Suddenly, Luffy appears before them.

Sanji has both hacky and yes the raid suit is so bad in term of Sanji character that I dont want to go there. Still I dont know what Oda would make him do, I mean how do you want to draw something like a better DJ (there are already flame)....what should oda use there?
Sanji way to fight isnt very creative for Oda to draw without chanjing Sanji to much.
