Obviously he's an elite fighter but Rhaegar wasn't all that to begin with so I dont think beating him put Robert on the same tier as Dayne/Selmy/Jaime
Gregor is even bigger and stronger than Robert which are Robert's main strengths.

It's a good thing not every top tier has the same skillet: fs or adcoc or awakening

Kizaru has his light speed to counter fs
Kaido has fs + speed to counter fs
Shanks has fs + speed (also uses CoC to disturb CoO)
BM has lightning zaps that changes directions on a whim (as shown on rooftop)
Etc...

Each one has a different skillet to deal with fs or other powers
