Zoro's Lightning is always followed by an attack. Charging an attack looks like this:

There are multiple examples of it during the King fight. Multiple instances of Zoro using just flames whilst standing. Even when Zoro first started CoC up it was followed by an attack. Nobody has CoC engaged at all times. Otherwise the Haki trails would always be visible.

Sometimes he doesn't even have flames. So KoH is all about CoC coating.
