I don't understand the argument, because for the navy and the world of One Piece, Buggy has the power to subdue Mihawk. Based on that, we can say that the navy considers Buggy more powerful than Mihawk and in turn, the navy considers that Buggy rubs shoulders with Shanks, who are on the same level. For the navy: Shanks=Buggy>Mihawk
Pirate king has EVERYTHING to do with strength, stop coping.
Roger was the strongest pirate in his age(after xebec death/disappearence/whatever) and he wouldnt be able to find OP without his strength.
What makes strong individuals bind to your will and follow your orders is your STRENGTH.
King licks the ground kaido walks due to kaido's strength, zoro worships luffy due to luffy's strength, beckman dreams about shanks because of shanks's strength.
