I don’t really know the context of the discussion here, but I would say that the translation of the Mihawk dialogue you quoted is a little inaccurate.

“I just want to measure...the true distance between us and that man who seems to be close by...”

I believe he’s saying that he wants to see the true distance [in strength] between them and Whitebeard, who’s very close to them [in distance] during that war. It’s just a wordplay in my opinion.
