Anyway, jokes aside I think GOATIK is lying on the Kiz spoilers.
Redon is much more trustworthy, and he said the chapter starts with Kuma flashback following the end of last chapter. Why would Oda just come over and drop the info Kizaru is KO'ed here ? And it makes no mention of Luffy who fell to the ground at the same time too.
TLDR: GOATIK is an attention whore who mixes fake spoilers with real to generate buzz. AKA another run of the mill OP leaker.

Kizaru was knocked out, I knew he was nothing but a trashy and weak worm, a fighter reliant on tricks.

IF he had show the ability to infuse his dragon powers with ACoC and didn't use for arbitrary reasons? Yes. Since he didn't it wasn't a nerf. In this case a nerf would be if he stopped using ACoC against G5 Luffy suddenly.
Yes, to both. In the first fight it was even directly stated that he was nerfed because of his emotions for Robin. Against Kizaru is different because he only hit Kizaru once and when he hit it was show that he used ACoC.
To answer your last question, it depends. If the character is show to always resort to a power but forgets in a death battle against someone like BM? It's a nerf. If someone don't use his best ability until he gets his ass kicked enough like Zoro? It's in character.
