Stop lying to yourself, WB wasn't the WSM when he was with Xebec... No one there was at their peak of power, it's explicitly stated that Kaido and Big Mom's power kept growing, and compared to before, they are much stronger now...

Is there anything impressive about Xebec? Roger had Prime Rayleigh as a subordinate, WB had Oden as a 'brother' and the captain of the second division...

Roger also spent time with Prime Oden, and unlike Xebec, Roger and Oden and Oden and WB got along well, while Xebec failed to tame children. LMAO

Being a fraud doesn't necessarily mean you're weak in the first place. What I don't believe is that Xebec being on the list of people who can compete, meaning fight, against Kaido doesn't say much about him. After all, this suggests that Kaido doesn't consider him superior to himself, so whatever level Kaido thinks Xebec is at, it's not higher than his own.
