This makes sense, but remember, Treasure is subjective in OP. Luffy and co aren't always heroes. The acts in Ennies Lobby was about reclaiming a treasure, a crewmate. We don't know what this treasure is, but I don't think this disproves any theories about Rocks being a hero.
