I expect Nusujuro to be the second worst though, but I think Saturn is very personally petty and cruel in addition to the typical Celestial Dragon racism and dehumanism

Saturn so petty that the man know Bonny is child and said leave here alone .
Few chapters later holding her up so marines can shot and kill here because she went agaist WG .

We saw the same blueprint with Wyper & Law. Dragon is that character for the Imu arc.
