Luffy literally mentions he needs G4 against ulti. Even brook can one shot a number. We know luffy doesn't need it against a number.

From the feats we see from Luffy later, Luffy clearly didn't need it. Luffy could hurt Kaido and make him bleed with just Gear 3 (Red Roc). Ulti wasn't that tough.
