Enyoing the story rather trying to decipher or overanalyzing to death. If you wanna analyze storytelling try Tolkien or try War and Peace written by Tolstoy; these works a worth to analyze 
Yes,but there isn't anything especial about Oda's writing.Its actually predictable post-skip.Oda has a pretty established and simple formula:introduce something in the form a mystery or tease,leave bread crumbles,introduce villain,people/princess in distress,straw hats save the day and make more friends,party-humor-gags,drop more lore and leave a clue to mystery introduced,proceed to repeat the same shit the next arc.
Oda has being very good at keep people reading this because the One Piece is such a big mystery.He is good a creating that itch in readers to cook theories.But his way of writing is pretty simple and cheap,he doesn't anything groundbreaking or fantastic.He is just good at omitting stuff and creating mysteries out of it.
One Piece is like pizza its nothing especial,but you can never have enough of it.This thing has being going since 1996.Its the most sold,because its one the oldest mangas still being released.

Oda himself borrows a lot of shit from mythology and classical books.Early WCI felt like Alice In Wonderland to me.
