Maybe it's mentioned but was Kizaru the one who sneaked food to Luffy? With his powers it would make sense for that to go unnoticed while others can't move because of Saturn's ability.

It's possible but for one it takes time for him to transform into light and he can only travel in straight lines when he's in light form, so he probably didn't do that because it's really easy to see him moving even if it's practically a blur once he does get movin.
