I suspect the difference in win cons is that there is someone within town who also poses a threat to Azeroth, which is plausible

I recalll I played Warcraft 2 as a kid, so have a basic grasp of some stuff, but I do not know World of Warcraft lore.

Problem is that he can play completely nonsesical plays as town as well early. In HxH game his entire day 1 and day 2 approach was to hunt for indies.
