What's the difference?

Phase is the current phase of the game, i.e Day/Night.
Cycle is the current Day/Night number.

So we are currently on Day 5. That's the phase - Day 5. Abilities that last for the phase expire at the end of the day. Day 5 is a part of Cycle 5 - abilities that last the whole cycle will be in effect up until the end of Night 5.
