Imo besides the Rinnegan (and Boruto bs), Wood Release is the strongest KKG in the series. The sheer versatility of WR already makes it top tier; add on top of that the fact that it can suck the chakra out of characters and Tailed Beasts and you have a top 3+- KKG.
As for the opening question, it's extremely busted if you master it to Minato's or even Tobirama's degree. Otherwise it's very very helpful but not that that thaaat strong imo.

A good thing to note tho is that the ability to teleport bigger sized targets depends on your mastery over FTG (too lazy for the full name) and most importantly, the amount of Chakra that you have. Minato was an Edo and thus, he had pretty much infinite chakra so I would use that as a given feat but rather as an outstanding one
