Given Boa can permanently petrify people if she dies before the petrification is undone by her, surely Kuzan can perma freeze people?

I get the feeling his awakening will let him freeze time in an area genuinely. Since his VA also voices Dio, it would be a hilarious nod too.

Lucci just gets a bad rap because he was a pre-TS villain. His Egghead showings suggest that he would be a very difficult fight for anyone who's not a legitimate top tier
