The difference is that luffy pushed himself to the limit, coming back from the brink of death every time and eventually actually dying, and it was an incredible effort, and if he hadn't developed his haki, it would have been nothing, while naruto wouldn't have been able to do shit without the power of the beast inside him and the reincarnation of a legend.
