Well first of all Lulusia Kingdom was just an experience of Motherflame that Vegapunk had just delivered to them. Is not a thing they had during this whole 1000 years we've learned that.

Yes but Ancient Weapons are told to be powered by Ancient Kingdom Energy that Vegapunk was looking after to replicate. And the whole deal between Gorosei and Vegapunk traitor (I forgot her name) is how they want to keep doing more of that source to keep using motherflame.

So far we only know about Imu being hiding. It doesn't seem that Gorosei are hiding although we are not sure if they are popular known or just known to the people who have access to them.

Regular Tenryuubitos are world wide known for sure.
