Because zoro has focus which is very integral to His sharpness to cut anything.
More he focuses better he gets at cutting.
But getting better at focus , improves CoO by a lot. And zoro is gifted with top tier Reaction speed which even luffy doesn't have.

We don’t know that. Just because he’s connected to Garp doesn’t mean he’ll be a Garp level character just like Shanks didnt surpass Roger, Blackbeard won’t surpass Rox, Coby ain’t that guy.

Even if BB wont be luffy final fight, I believe he gonna be > Rocks. When Luffy fight for the One Piece against Teach, Luffy must be Pirate King level (and also Teach). Only a Pirate King lvl character must reach Laugh Tale
