If you actually think about it Luffy had gear 4 in Fishman Island just didn’t have to use it so Sanji L, Zoro didn’t have a true high diff fight until Wano and coasted most of the post time skip. On Fishman Island he almost ended the arc blitzing Hody Jones but Hody popped Dboll pills laced in Plot to keep it going. Meanwhile how many times has Oda used Sanji as a hype tool for villains and other powerful opponents? Sanji isn’t a slouch by any means but Oda has made it clear Post TS who is 1 2 3 in power
