Marines in this arc showed themselves as incompetent organization. They wasn't even able to handle Pacifista. They was absolutely destroyed before Gorosei come. Admiral's are lapdogs of Gorosei. Kizaru is sleeping while those who he suppose to protect doing shit by themselves and aldready did much more then Pizaru.

Like the marines were always said to be face but some how that end with people thinking CD don't have there own army , tech or strong people etc etc .
