Oda didn't want Luffy and Linlin to fight period, Linlin wasn't that important to Luffy once he got to Wano.

But Franky slamming her with a bike and Jinbe rolling her like a bowling ball doesn't have the carefree tone of any Nami-hitting-Luffy scene. Both are used for comedy but one has plot ramifications.

Once again I must use the Marineford comparison

And goofy got melted by it too.

He may not have Shanks level coc and acoc, but he's pretty elite.

I'm not sure shouting & using CoC is ACoC lol, ACoC by its definition is applying Conquerors Haki to attacks. Luffy's reaction in any other form wouldn't have any damage, that was Goofy being Goofy.
