No, the Gorosei only said Vegapunk manufactures mother flame and people assumed that was the name of the weapon. Now that we know it’s not a weapon it’s easy to assume it’s the fuel source for Uranus. Even Ivankov assumed they had an ancient weapon

Or maybe you are right that mother flame is the fuel source and the power plant that gorosei tryna protect just a part of the fuel.
